Vocational Agricultural Training in MOROCCO

I/ IMPORTANCE OF THE SECTOR OF AGRICULTURE IN MOROCCO :
- Rural Population : 47% of total population ;
- Main job and income provider for rural populations : 80% of direct employment in rural areas; 40% of total employment
- Contribution to making the national GDP : 15 to 20% of total GDP in the last 10 years.
In 50 years Moroccan agriculture has made considerable progress
- Diversified and modernised
- Integrated to market
- Contributes to ensuring food security
- Main job and income provider;
Developing skills and jobs (trades) in agriculture is necessary
II/ VOCATIONAL AGRICULTURAL TRAINING SYSTEM
MAN AT THE CORE OF DEVELOPMENT
Missions :
- Contribution to upgrading agriculture and the rural world by supplying skilled and certified human resources ;
- Contribution to valuing and socio-professional inclusion of rural young people into active life.
Centres provide :
- Initial Training: Specialised Technicians, Technicians, skilled workers (28 jobs)
- Apprenticeship training for rural young people (42 jobs) ;
- Continuing Training for professionals ;
- Continuing training for MADRPM executives and officers ;
- Training young promoters to setting up their own farm business ;
- Functional literacy of rural populations ;
- Monitoring and support for inclusion of graduates.
Technical and Vocational Agricultural Training and Education system :
- Specialised Technical Agricultural Institutes (ITSA);
- 11 Technical Agricultural Institutes;
- 22 Centres for Agricultural Qualification (CQA);
- 8 agricultural lyceums (LA) of which 2 under the MNE;
- 1.500 enterprises and farms for training
- 9 regional networks (since 1999);
- Regional Councils for improvement (professionals for training-guidance);
- Local Councils for improvement (professionals for training-guidance).

Vocational training alternately between School and Workplace :
A LEADING EDGE VOCATIONAL TRAINING
Fields of study :
- Specialised Technician Level : 9 fields (4 Commercial Tech.; topography; Water management; Electro-mechanics; Poultry-raising; Business management);
- Technician level : 5 fields (Animal husbandry; Farm mechanics, Horticulture, mixed-farming; Waters and Forests);
- Skilled worker level : 5 fields (Mixed farming; Animal husbandry Farm mechanics, Horticulture; Poultry raising).
Vocational Training in Apprenticeship :
ON SITE VOCATIONAL TRAINING
APPRENTICESHIP (28 fields of trade)
Animal husbandry : 8 fields
Forestry : 4 jobs
Marketing and packaging : 2 jobs
Plant Production : 10 fields
Farm mechanics, rural equipment and topography : 4 jobs.
GRADUATES :
Ever since it was created some 70.000 graduates were trained :
- 3.572 technical operators,
- 7.202 technical assistants,
- 11.5422 skilled workers,
- 9.113 technicians,
- 1.653 specialised technicians.
- 34.906 specialised workers
- 30.000 young rural apprentices
- 2.732 HSD in agronomic sciences
Inclusion rate : 60%
III/ STRATEGIC ORIENTATIONS :
- To diversify training ways ;
- To support growing sectors ;
- To place the training system at regional level ;
- To promote integration and self-employment ;
- To improve the quality of training (APC) ;
- To open it up to its environment (partnership ; international co-operation).
STRENGTHENING OF PARTNERSHIPS :
Objective : To involve other Departments, professional organisations and civil society in the effort for training and integration
Some experiences:
- The Educational Model of French “ Maisons Familiales Rurales”.
- SOREC (Training in new horse-related jobs ),
- Foundation BMCE (support for development).
- FARGE ( support for retraining).
- Foundation Mohamed VI Re-integration of prisoners.
- ADS (financing micro- projects).
INTERNATIONAL CO-OPERATION :
- Project MEDA (helping upgrade the training system in apprenticeship) ;
- Project APC/ACDI (Support to setting-up APC in order to generalise it to the whole vocational training system) ;
- Co-operation with France (Maisons Familiales Rurales; twinnings);
- Co-operation with Belgium (training in apprenticeship in the area below Massa Drâa);
- Project ALEF /USAID (Improving quality, employability);
- Co-operation with Andalousia (Project FORMAGRI: training of trainers, exchanges of experts’visits and adaptation training books ;
- PCIAAM : support to agronomic research
